yes and no mr. wolf. this idea of fundamental quantity has been at the heart of how things work since Isaac Newton laws of motion. Many physicists ,before A. Einstein, called this fundamental quantity aether ,the universal substance believed during the 19th century to act as the medium for transmission of electromagnetic waves. after A. Einstein the idea of fundamental quantity was forgotten, although solved 1905.

i think you should look into the work of Lord Kelvin vortex atoms.

as for time, time should best be viewed in two forms. the first being a linear object between two periods commonly referred as bookkeeper time. the second is a fundamental quantity change of energy between two or more frames.
