I looked this over and it appears from the explanation that the output from a DC battery is continuously changed in direction. The same thing an inverter would do.
 
The same concept is used in both X-bridge and H-bridge DC circuits to reverse directions and/or commutate DC brushless motors.

While his patent may be pending, I guarantee it won't be granted. It seems this one was simply not rejected outright due to prior art that incorporates the same concept.
