Yeah, this one has been discussed several times over the past 7 years since the application first appeared in 2004.
Just a "slight" change to your post: this is not a patent. It is an application. No patent was ever issued and Marlin Pohlman's name does not appear anywhere in the US Patent Office db nor does this gadget. Anyone can register at Free Patents Online, fill out the forms for anything and call it a patent application. That's far, far different from carrying it to the next step and actually submitting it to the USPTO and starting the real patent process..
There's a good reason that no patent was issued. There's nothing in the "application" that is offered to be patented. It's just a rambling paper that talks about nothing more than what was posted here. There's also a bit of math and the diagrams that Titor posted.
In the Internet fairy tale world anyone familiar with the posts knows that Titor's Saga states that the gadget was patented by GE. In the real world the book "A time Traveler’s Tale: The story of John Titor" contains the diagrams posted in the "application" and they are the copyrighted property of the John Titor Foundation (US Copyright TXu001126005 / 2003-10-27).
Someone was (and apparently still is) pulling your leg or Marlin Pohlman, after getting the old heave ho at Oracle, lost his mind, flipped out and started having delusions of Titor. More likely, it's a hoax about another hoax.
